About United Signs in Philadelphia

Custom Signage Built for Philadelphia's Competitive Market

Philadelphia's commercial signage market is dense, competitive, and tightly regulated. Every sign requires two separate approvals through the Department of Licenses and Inspections, a zoning permit and a building permit, both filed via the eCLIPSE portal. Historic properties and protected streetscapes add an art commission review on top of that. United Signs manages the full process in-house, from initial code research through permit filing, fabrication, and final Certificate of Approval, giving Philadelphia clients one team accountable for every stage.

FAQs

Philadelphia Signage FAQs

Direct answers to permit, compliance, and service questions Philadelphia businesses ask most.

Philadelphia requires two approvals before any sign is installed: a zoning permit and a building permit, both filed through L&I's eCLIPSE portal. The zoning permit covers sign type, size, and illumination. The building permit covers structural installation. Standard review typically takes 15 to 20 business days. Accelerated review is available for an additional fee. United Signs files both and manages all L&I review cycles.

The EZ Permit applies to flat wall signs in qualifying commercial zoning districts and skips full plan submission, with review processed within 5 business days. Sign size limits vary by zoning district. Properties on the Philadelphia Historic Registry are not eligible. Cabinet, freestanding, projecting, roof-mounted, and animated signs do not qualify. We check eligibility at the initial site review. n

Signs on properties listed on the Philadelphia Register of Historic Places, within a historic district, or in a protected streetscape require Art Commission review before L&I issues a permit. The review is coordinated through eCLIPSE at the zoning permit stage. We identify art commission requirements during the initial code review on every project. n

Yes. All Philadelphia installations meet Pennsylvania structural requirements, with PE-sealed drawings included on qualifying permit submissions. Interior ADA signs meet 2010 ADA Standards covering tactile characters, braille, mounting heights, and visual contrast. n

Animated, flashing, and intermittent signs are restricted across most Philadelphia commercial zoning districts and are not eligible for EZ Permit processing. Outdoor digital displays require full plan submission and L&I review. We assess digital sign eligibility by zoning district before any design work begins. n

We serve the full city of Philadelphia and the broader Delaware Valley region, including Montgomery, Delaware, Chester, and Bucks Counties in Pennsylvania, New Castle County in Delaware, and Camden and surrounding counties in New Jersey.
